The flush angle scroll end turns the end of a handrail down and back through 90 degrees, closing the run with a returned end rather than a blunt stop. It's the traditional way to finish a handrail at the bottom of steps or at a doorway — the returned end is kinder to hands and clothing than an open tube, and it reads as a deliberate detail rather than a cut-off.
Use it where a run ends in open space. Where the rail finishes flat against a wall, the wall flange is the right fitting, and where it simply stops, the flat end cap or raised end cap will close it.
