Fire-Retardant Artificial Hedge Tiles: Where Are They Required and Why?

Most private gardens don't need a fire-rated hedge tile at all. It's a genuine requirement mainly on or near buildings, particularly commercial, rented or shared premises, and wherever an architect, landlord, insurer or building control officer has specified a fire class.

This guide covers when fire classification actually matters, what the rating means, and which products carry a genuine, independently tested classification rather than just fire-retardant language on a product page.

When Fire Rating Actually Becomes a Requirement

Fire classification isn't a blanket requirement for artificial hedging. It becomes relevant in a specific set of situations, not every garden project.

  • The panels are going on or near a building, especially a commercial, rented, or shared and multi-occupancy one

  • An architect, landlord, building control officer or insurer has specified a reaction-to-fire class

  • The installation is indoors or in an enclosed public space

For most domestic gardens, covering a fence, screening a boundary, dressing a private patio, there's no regulatory requirement, and the choice comes down to the look you want rather than a certification.

A hospitality venue fitting a feature wall in a public dining area is a different case entirely from a homeowner screening a garden fence. The first will very likely need to produce a fire classification as part of a specification pack. The second almost never will. Knowing which category a project falls into early on saves a lot of back-and-forth later.

The Standard Behind the Rating: EN 13501-1

EN 13501-1 is the European standard for classifying how construction and decorative products react to fire. A classification has three parts: the main fire behaviour, the smoke produced, and whether the product produces flaming droplets.

Fire behaviour runs from A1, essentially non-combustible, down to F. Smoke production runs from s1, the least smoke, to s3, the most. Flaming droplets are rated d0 to d2, with d0 meaning none were produced during testing. A product's full classification combines all three, for example B-s3,d0.

In plain terms, a B rating is a strong result for an artificial hedge product. Many comparable products on the market carry no classification at all, and A1 and A2 are generally reserved for essentially non-combustible materials like stone or metal, so B sits near the top of what a foliage product will realistically achieve.

Why This Sits Inside a Bigger UK Fire Safety Picture

Fire classification for decorative products like hedge tiles connects to a much larger UK regulatory shift since the Grenfell Tower fire. Approved Document B covers external fire spread for buildings, and product testing across the industry has moved toward EN 13501 classification rather than the older BS 476 national classes it's replacing.

That's the backdrop that makes a specific, verifiable classification worth asking for on a commercial project, rather than accepting general fire-retardant language at face value.

"Fire Retardant" Language vs a Genuine Test Certificate

Plenty of artificial foliage on the market is described as fire retardant without a named standard, a testing body, or a specific classification attached. That phrase alone doesn't tell you much.

A genuine classification names the standard (EN 13501-1), the exact result (B-s3,d0), the testing body (SGS in our case), and the conditions the test was carried out under. If a supplier can't produce that level of detail on request, treat general fire-retardant claims with some caution, especially for a project where a building control officer or insurer will eventually ask to see the paperwork.

We'd rather be specific about what's tested and what isn't than let a general claim do more work than it should. That's also why we're upfront that only two of our own panels currently carry independent certification, rather than letting the wording imply more.

Which of Our Panels Are Actually Rated

Two of our 1m x 1m green wall panels have been independently fire-tested and classified to EN 13501-1: the Garden Hedge Green Wall Panel and the Tropical Green Wall Panel. Both achieved B-s3,d0, tested by SGS, an independent, globally recognised testing body.

This is important: only these two panels carry that classification. None of our other artificial hedge tiles or panels carry a fire rating, and we make no fire-performance claim for them. If fire classification matters for your project, these two are the ones to specify, and it's worth confirming the detail with us before you order.

Both are available as standard 1m x 1m panels, sized to work within a normal hedge tile layout rather than requiring a bespoke installation approach.

The Fixing Condition Most People Miss

A fire classification isn't just a property of the panel sitting on a shelf. It depends on what the panel is fixed to and how, and the B-s3,d0 result for our classified panels applies under specific tested conditions.

  • The panel is mechanically fixed, not glued, to the surface

  • It's fixed to a non-combustible backing, classified A1 or A2, such as calcium-silicate board, masonry or cement board

  • The panels are fitted with no joints, matching the tested configuration

Fixing a panel onto a combustible surface, a timber fence being the obvious example, is a different situation to the one that was tested. The classification can't simply be assumed to carry across. For a verified fire performance on a real project, the classified panels need a non-combustible backing, and the test documentation should back that up.

This is easy to miss when a project moves quickly. A specification document might list the correct classified panel, while the actual fixing detail on site quietly falls outside the tested conditions. Worth checking both, not just the product name on the order.

Do I need a fire-rated panel for a domestic garden?
